The comparison leads to the following conclusions:

Minnow players who only aim to increase rally capacity in Alliance Wars can choose Wallenstein. He performs well by simply maxing out his specialties, without the need for ascension. Alternatively, upgrading him to 3 red stars is enough to unlock the march size bonus.

Whale players will benefit most from Rumyantsev, as his full potential can be fully developed. He provides the strongest rally and march size buffs and also offers higher ranged troop and siege machine bonuses than the other two generals.

Dolphin players who have not yet invested heavily in Artemisia I are still advised to acquire and train Rumyantsev directly. Even without awakening, his buffs outperform Artemisia’s. However, if Artemisia I is already awakened and you do not plan to invest further in new generals, continuing to use her remains a reasonable choice.
